The Community Development Department assists the community with current planning and long range planning. Current Planning assists the community with land use issues and questions, evaluates all types of development applications and maintains the City's development regulations. It involves the processing of land use applications that vary widely in their scope and complexity for the City's various public review bodies, as well as managing the steady stream of counter and telephone contact with the public. The contact ranges from zoning and land use questions to complaints regarding nuisances on other people's property.

This Planning Department has five major responsibilities:

  • Evaluating development applications
  • Providing support and assistance to other city departments
  • Maintaining development regulations and standards
  • Providing public information
  • Providing council and advisory body support

Long Range Planning
The purpose of long-range planning is, in a general sense, to insure that the current needs and desires of the community continue to be met by the local planning program. However, long-range planning is also the forum in which the community describes what to wants to be, or become, and how it will get there. Long-Range Planning in Cottage Grove prepares and maintains plans and the programs to accomplish these purposes. Plans cover topics that include how much land will be available for various uses, maintaining an adequate supply of housing opportunities, ensuring good and efficient transportation systems, and the use and protection of natural resources.

Please feel free to contact the department staff if you have any questions regarding any of our existing guiding land use plans, or as regard long-range land use issues in general.

Nuisance Code Enforcement
The Community Development Department enforces City of Cottage Grove Municipal Code Chapter 8.12 Nuisance. We also enforce the City of Cottage Grove Development Code. Enforcement of nuisance and development code issues is performed on a complaint basis. We strive for consistency and professionalism and attempt to be timely in responses to all interactions. However, we have limited staff and must make public health and safety complaints a priority.

Click here for a list of frequently registered complaints with the City. These complaints are not all handled the same way. Please reference the list for information on who to contact to report a complaint.

Registering a Complaint:
We often find that people are unaware they may be violating a City code or causing concern to neighbors. You may be able to resolve your concern by talking directly with the person responsible. If you are unable to resolve your concern, please feel free to register a compliant with our office.

To register a complaint regarding zoning and nuisance violations, visit us at 400 E. Main Street, call us at (541) 942-3340 or email planningtech@cottagegrove.org. To register a written complaint, we will need your name, address, daytime telephone number, the address of the property where the problem is occurring, and a detailed description of the problem. Anonymous complaints are accepted if requested when you first contact us.

After a complaint is filed, the City will verify if there is a violation of the code. If so, the City will conduct a field investigation and then contact the responsible party to gain compliance.

To register a complaint regarding land use and building violations outside of the City Limits, please call Lane County Land Management Division at (541) 682-3724 or (541) 682-3801.
