Form of Government
The City of
Cottage Grove operates under the Council/Manager form of government as
established by the City Charter. Under the Council/Manager form
of government an
appointed professional manager is the chief administrative officer of
the
city and is responsible to the City Council for the proper
administration of City affairs. The City Manager serves at the
pleasure of the Council. The City Council sets policy, approves
the budget, adopts ordinances and resolutions
(local laws), directs the manager to implement Council policies and
evaluates
the City Manager's performance. The City Council is the policy
making
body and the City Manager has the administrative authority. The
Mayor,
Council and Manager constitute a policy development and management team.
