Before making any comments the person must state their name and address for the record. Except with Council approval comments shall be limited to five (5) minutes per person.  Each person may only speak once on any one subject. No discussion, testimony or evidence is allowed on items involving appeals of Planning Commission decisions or items that are scheduled for a Public Hearing or involving deliberations for which a public hearing has been closed.  All comments are to be made to the presiding officer and shall not be made directly to any Councilor, staff or other person.

A.    Shelter Resources/Len Brannen – Site Design Review (SDR 4-11) for Multi-Family Development (Emerald View Cottages).  Applicant is seeking permission to build a multi-family development of duplexes and triplexes (total of 36 units) on vacant Medium Density Residential lands on the east side of the 1000 block of North 16th Street (Map No. 20-03-28-14, Tax Lot No. 902).

B.    SISSON/SHOREY – VARIANCE (V 2-11) FOR SEPTIC DRAINFIELD.  Applicant is seeking permission to install a septic tank and drainfield rather than connect to public sanitary sewer for a single family home at 1205 North River Road (Map No. 20-03-28-24, Tax Lot No. 1903)

C.    CITY OF COTTAGE GROVE – DEVELOPMENT CODE TEXT AMENDMENT (DCTA 2-11) TO AMEND TITLE 14 TO INCLUDE AMEND RIPARIAN DEVELOPMENT CODE.  Applicant is seeking to amend the title 14 Development Code to amend the Riparian Development section (3.7.300) to comply with Goal 5 Safe Harbor, adding Bennett Creek and local identified wetlands to a list of protected riparian areas.
